The environmental impact report (draft for comments) of the raw material drug ursodeoxycholic acid project (Phase I) of Ruikangda (Shandong) Biomedical Technology Co., Ltd. was completed. According to the "Measures for Public Participation in Environmental Impact Assessment" (Ministry Order No. 4 ) and the relevant requirements of the "Notice of the Shandong Provincial Environmental Protection Department on Strengthening Public Participation in Supervision and Management of Environmental Impact Assessment of Construction Projects" issued by the Shandong Provincial Department of Environmental Protection (Lu Environmental Protection Letter [2012] No. 138), the following information is now disclosed to the public:
1. Brief description of the construction project
Project name: Ruikangda (Shandong) Biomedical Technology Co., Ltd. raw material drug ursodeoxycholic acid project (Phase I)
Construction location: Workshop No. 9, Phase I, High-end Equipment Information Industrial Park, Liaocheng High-tech Industrial Development Zone
Construction content and scale: It is planned to purchase more than 500 sets of production equipment such as microbial fermentation tanks and reactors, and 100 units (sets) of inspection equipment such as liquid imaging, meteorology, and spectrometers to form three API production lines. After the first phase of the project is completed and put into operation, it will reach full production capacity. UDCA has a production capacity of 300 tons.
Type of construction: new construction
Total investment: 100 million yuan, including 2.1 million yuan in environmental protection investment.
Labor capacity and work system: The labor capacity of this project is 20 people. Annual production is 7200h. The working system implements a three-shift working system.
According to the "Industrial Structural Adjustment Guidance Catalog (2024 Edition)", the project meets the requirements of national industrial policies; this project is located in Liaocheng High-tech Industrial Development Zone, and the land use is industrial land, which is in line with the plan.
2. Overview of the possible impacts of the project on the environment and the control measures to be taken
(1) Exhaust gas
The waste gases of the proposed project mainly include process waste gas, respiratory waste gas from the tank area, waste gas from the sewage treatment station, and waste gas from the hazardous waste room. The exhaust gas generated by the project is introduced into the "secondary water spray + drying oven + activated carbon adsorption, desorption and catalytic combustion" device for treatment and then discharged through the 25-meter DA001 exhaust pipe. The maximum emission concentrations of acetone, methanol and VOCs emitted by the proposed project are 13.56mg/m3, 6.86mg/m3 and 21.42mg/m3 respectively, and the maximum emission rate of VOCs is 0.1157kg/h, all of which meet the requirements of Volatile Organic Compounds Emission Standard No. 6 Part: Organic Chemical Industry" (DB37/2801.6-2018) Standard limit requirements for period II in Table 1 (emission concentration: acetone 50mg/m3, methanol 50mg/m3, VOCs 60mg/m3, emission rate: VOCs 3kg/h); ammonia maximum The emission concentration and emission rate are 0.52mg/m3 and 0.0026kg/h, the hydrogen sulfide emission concentration and rate are 0.04mg/m3 and 0.0002kg/h, and the odor concentration is 500 (dimensionless), all of which meet the requirements of the "Wastewater Treatment of Organic Chemical Enterprises" Factory (station) Volatile Organic Compounds and Odor Pollutant Emission Standards" (DB37/3161-2018) Table 1 limit requirements (ammonia: 1kg/h, 20mg/m3; hydrogen sulfide: 0.1kg/h, 3mg/m3, odor Gas concentration 800 (dimensionless)).
The factory area reduces unorganized waste gas emissions by strengthening the efficiency of organized gas collection and sealing of sewage treatment stations. Ultimately, the unorganized emissions of VOCs at the factory boundary can meet the "Volatile Organic Compound Emission Standards Part 6: Organic Chemical Industry" (DB37/2801.6-2018 ) The concentration limits in Table 3, ammonia, hydrogen sulfide, and odor concentrations can meet the concentrations in Table 2 of the "Emission Standards for Volatile Organic Compounds and Odor Pollutants from Wastewater Treatment Plants (Stations) of Organic Chemical Enterprises" (DB 37/3161-2018) Limits, particulate matter emissions can meet the standard limits in Table 2 of the "Comprehensive Emission Standards for Air Pollutants" (GB 16297-1996).
(2) Wastewater
The wastewater treatment process of the proposed project is "regulating tank + Fenton + hydrolysis acidification tank + EGSB + A/O tank + secondary sedimentation tank", with a treatment capacity of 40m3/d. The wastewater treated by the sewage treatment station and the wastewater produced by pure water preparation can meet the inlet water quality requirements of Liaocheng Gaoxinhan Seawater Treatment Co., Ltd. under normal working conditions. The project wastewater is not directly discharged outside. It is discharged after being treated by the sewage treatment plant to meet the standards. Entering the landmark water, the project will have little impact on the surface water environment.
(3) Noise
The new noise in this project is mainly caused by various fans and pumps, with sound pressure levels of 70 to 85dB (A). After taking basic vibration reduction, sound insulation and other measures, the contribution value and superposition value of the noise generated by the project operation to the factory boundary noise can meet the requirements of the Class 3 area standard of the "Environmental Noise Emission Standard for Industrial Enterprises at the Factory Boundary" (GB12348-2008).
(4) Solid waste
The solid waste generated by the new project mainly includes extraction waste residue, acetone recovery waste residue, hydrolysis filtration waste residue, waste filter bags, waste activated carbon replaced by the exhaust gas treatment device, sewage treatment station sludge, waste engine oil generated by equipment maintenance, and raw material packaging. Produce waste packaging barrels and laboratory waste liquid generated from laboratory experiments. Among them, extraction waste residue, acetone recycling waste residue, hydrolysis filtration waste residue, waste filter bags, waste activated carbon, waste engine oil, waste packaging barrels, and laboratory waste liquids are all entrusted to units with corresponding hazardous waste treatment qualifications for processing; sewage treatment station sludge , Domestic waste is entrusted to the environmental sanitation department for disposal. All solid waste generated by the project can be properly disposed of.
(5) Environmental risks
The main hazardous substances involved in the project are acetone, methanol, acetic acid, etc. The potential risk factors of the project are mainly poisoning, fire or explosion accidents. When enterprises strictly implement various environmental risk prevention and control measures proposed in this evaluation, the probability of risk accidents is small, and project environmental risks are preventable and controllable.
(6) Atmospheric environment protection distance
According to the atmospheric environment impact prediction results, this project does not need to set an atmospheric environment protection distance.
3. Key points of conclusions of environmental impact assessment
This project complies with the national industrial policy and industry development plan, as well as the local urban development plan and land use plan. It is far away from sensitive targets. The project site selection is more reasonable, the technology and equipment used are relatively advanced, and the pollutant control measures are basically feasible and in line with Requirements for cleaner production and total quantity control.
